Yes, scissors can be very useful and may work better than knives especially in areas with lots of fishing lines that can entangle divers.

That said, I think I think that dive was a complete clusterf**k - a series of stupidities by the participants that should have been terminated early, but instead was allowed to escalate into a disaster.

Never allow yourself to get into such a situation even if you have 10 dive scissors.
